You need 20 feathered hats, 20 dresses, 1 cheese, and 1 packaged meat in under 4:20.
Buy 1 ostrich, 1 pig, and 1 cow. When you get 1 milk and 1 ham, sell the cow and pig.
As you make feathers into fans, feathered hats, and dresses, use money to buy the meat and milk factories and process until you get cheese and packaged meat.
Buy more ostriches as soon as possible. Once you have 3 or 4, start upgrading the factories.

Gold Time: Costume Street 3
16 feathered hats and 16 dresses -- plus 1 steak and 1 powdered egg. But you have 7:20.
You start with 5 cows. Concentrate on making cheese as quickly as possible, and sell the cheese until you have $70,000 for an ostrich.
Keep making cheese, and start processing feathers into hats, feathered hats, and dresses.
Buy additional ostriches (I usually have 6 or 7 by the end), and upgrade your Fan Factory all the way to Level 5.
Once you have processed 16 fans, buy 1 chicken, 1 pig, and the Powdered Egg Factory and Meat Cutter. Make 1 egg into powdered egg, and 1 ham into steak.
Using the income from selling dresses, upgrade your Atelier and Hat Studio to Level 5.

Once you've made 1 cheese, sell the cheese and 2 feathers to earn enough to build the Fan Factory. Then, dedicate your income from fans to upgrading the Fan Factory as much as possible. Sell a couple ostriches off after you gather 10 or so feathers, and use the money to upgrade.
You will need to have a Level 5 Fan Factory very soon in order to finish in time. My record: 3:08.

Start off by upgrading your truck once, and warehouse twice. Sell off all your pigs.
When the truck returns, buy an ostrich. Start collecting feathers, but don't sell any feathers.
Make 5 milk into sour cream, then butter, then cheese. Sell the 5 cheese for $25,000, and buy the Fan Factory.
From then on, it's easy -- just use your income from cheese and fans to buy more ostriches, and upgrade the Fan Factory.
I can get a Best Time of 4:05, but 4:30 is more typical.
